I don't think that correct because the testes will 'die' if they are in the womb because its too hot there, that the reason why the test are hanging outside, because the body temperature its too hot. In contrast the other situation is more 'common' that a guy(with a penis) also have uterus and mostly those persons know it when they are in their 'puberty' because they will 'Ovulate'.

The interesting fact is also that the tissue of the clit and the tissue of the glans are the same

but they are some cases when the testes are 'inside' but this has nothing to do with hermaphrodite

I don't think the actual testes die- the temperature is important in order to keep the sperm alive, not the actual reproductory organs.
