It's mud in a new and unused septic tank or a good mockup of one. The concrete of the tank is dry and grey, there's no watery effluent layer that would float on the top of the sludge layer, no used TP or a greasy "scum" layer as they call it. The guy would also lose consciousness very quickly in a real septic tank due to ammonia, methane and hydrogen sulphide gases. Those tanks have marginal amounts of breathable air.
