I hope this was done on purpose. If not, I have to agree with everyone else and ask... WHY???

I found this article in the SUN News Website, dated Nov 29th, 2017 that addresses this woman's issues & how she got that way:

A homeless woman has been miraculously nursed back to health by "angelic" charity workers after her head became infested with maggots.

Volunteers from Gorakshdham, a charity based in India, found the 30-year-old woman sitting and crying by the road in Bharatpur, Rajasthan. When they approached her they realized maggots had burrowed into her skull. Volunteers had to pick the maggots out of her skull and keep her wounds clean to prevent them from returning.

The woman, called Preeti Devi, was taken to the organisation's shelter where she was cared for and nursed back to health for five months.

According to Gorakshadham officials Preeti was left with head injuries after being attacked by a group of people near her home in Bihar. Fleeing for her life she ran away from home six months ago and reached Rajasthan, where she has been living on the streets ever since.
As she had open head wounds that would not have been cleaned, flies would have been able to lay their eggs in the cuts which caused them to be infested with maggots.

Moved by her plight the charity workers also fed her and bought her fresh clothes. Preeti is now doing well and her wounds have completely healed.
“What Gorakhadham and its volunteers have done for me no one will do for a stranger,” she said.
“Their generous act has restored my faith in humanity." “I was dying a slow death by the road. If these angels hadn’t spotted me and nursed back to health, I would have been dead by now."
“I intend to go back home and start a new life.”
