Chain the father's leg and set him on fire whether or not he set the fire. We have a case now in Philadelphia, PA, USA, when three people were somehow getting mentally challenged people under their care and kept them chained in a boiler room so they could collect their welfare or Social Security checks. I think there are four or so other states involved. The ring leader, even had her brothers help her bury one of the children who died in her care. She force some of the people to have sex so they could get more money for the babies. Very sad how people just don't give a shit about others. She certainly wasn't feeding the people she was supposed to be taking care of.
