The face didn't melt. The problem is that because no skin grafts were used the skin tries to reconnect itself and has to attach at the clean ends. So the skin connects where there used to be several more inches of skin. The girl was most likely in so much pain she didn't move her neck much and is now stuck in that position due to the skin being more like scar tissue.
