Definitely an Anceps-type acardiac twin. This means the mother gave birth to another healthy baby - the "pump twin" - who for some reason pumps deoxygenated blood into the acardiac twin (who is kind of like a fetus in fetu, but outside the body instead of inside).

I've never seen anything like that and hope to never see that again.  I can't believe the baby was still alive when they made that video. Poor thing.

That baby is not alive. I agree that it looks like an acardiac twin, which means there is probably a second, normal baby. Acardiac twins cannot survive outside the womb, and none of them ever have developed brains. So this baby would not have any awareness, nor would it suffer.
