No, uranium does NOT do this. Harlequin ichthyosis is a recessive genetic condition. This means that both parents of the child must have been a carrier for the gene... which means they have been carriers since they were conceived.

And millions of children are born with cleft lip and palate, the vast majority of which have never been anywhere near uranium.
