I concur. The tourniquet was too tight for too long. The modality is a little perplexing. It looks like he had another tourniquet on his lower calf, presumably to control hemorrhage from the wound to his foot. But, at some point a decision was made to apply a field tourniquet much higher on the upper thigh where there seems to be no apparent wound hemorrhage (although we can't actually get a good look at the anterior leg). I can't help but feel that he or an over zealous comrade may have unintentionally cost him his entire leg without thinking... but such are the prices of war. Leg lost but life spared.
