The parasitic twin is not a formed human being. They tend to be a lump of flesh and skin, with rarely any basic recognizable features like arms and legs. They dont usually have any working internal organs and I've never heard of one having a brain or even an obvious head.
It occurs when the twin embryo has begun developing in utero, but the pair does not fully separate, and one embryo maintains dominant development at the expense of the other. The parasitic twin cells are sometimes absorbed into the sibling as it develops where it will feed off the host and probably grow teeth and hair within its flesh.
That sounds like it would only present in newborns though

It can present at any age. Sometimes the PT is absorbed and stays static and causes no problems for the host. But simple changes in hormones can kick start growth to the clumps of cells, causing real problems for some. Obviously, hormone changes can happen at any age.
The pic looked to me like the host's body was slowly expelling it. The skin around the edges looks rolled away from the growth.

That's one thing I noticed, I wonder if the rolling away of the skin is natural or a procedure.
