Okay, apparently, Angel Dust (PCP) was originally made for humans as a means of anesthetic during extreme medical procedures like surgeries.

But it became illegal for human consumption in the 60s because of it's destructive and highly addictive qualities.

However, it did continue to be used as a horse tranquilizer. And to some extent is still widely used today as a horse tranquilzer.

In fact, one of the street names for PCP, in addition to "Angel Dust," is "Horse Tranquilizer."
