I'm a little confused.

Was he bitten previously, but unable to report it because he couldn't or wouldn't communicate that a dog had bitten him, and NOW he has developed symptoms of rabies?

Or were we just seeing him having been attacked by a rabid dog and people were restraining him for treatment?
