They were speaking Filipino in the video. Telling her to get down or she'll get electrocuted. Saying they'll give her cigarettes and money if she gets down. Probably mentally ill.

SHE SURVIVED! Happened in Laguna Philippines. Here's the news report. She didn't have any money to buy her meds for a while which led to this. Here's a news report about it. A the end of the report they reunite her with her son she hasn't seen for several years and bought her supply of meds so happy ending I guess.
