It's a botfly. They attach their eggs to the smaller houseflies. when the housefly lands, the body heat from the human (or cows, usually) causes the eggs to hatch. When they hatch, little boyfly larva land on the skin, and dwell inside where they feast and grow; emerging as full grown botflies a few months later.
