Original poster states that this is due to having a dodgy tattoo to save money. This is nothing like I have ever seen so I don't know how true the explanation is.

Looks almost like packing in the wound which has soaked up the pus.
I thought it was part of a cyst sack. You'd think that medical wound packing would be sturdy enough not to fall apart, so that it doesn't make the problem worse.
