That looks like the deep cervical artery squirting, which has tons of lateral connections over to the vertebral artery, so even if they don’t repair it if they can cauterize it (or just get it to clot) he actually might make it (assuming the vertebral artery itself is okay, which appears likely since it’s protected by the spinal bones and he’s moving still.)
