Looks like hydrocephalus, as maybe but not always a result of alcohol abuse in utero. Could be several things but hydrocephalus can alter the eye sockets placement and dimensions.

Yeah, that seems to be the likely culprit, though it's not as severe as some of the ones I've seen. Hopefully her family's gonna do something about it, otherwise there's a very good chance she can lose her sight.
