This is the result of a failure of the part of the face and neck that is supposed to form the lower jaw and structures of the mouth. Because the lower jaw doesn't form, there's nothing to push the ears out to the side of the head where they belong. If you feel your head, your ears sit right above the joint where your lower jaw attaches to your skull.
