It's called gynecomastia, and it's actually quite common. Usually it goes away by itself, sometimes people have surgery to correct it. They don't usually take pictures and post them on MySpace before it's fixed, though...

I saw a documentary of this once, obviousy 3 % of all males in the world has it, some without knowing it, sometimes just the nipples get all fluffy, like a females nipples. But it was this one guy, his breast was all... fluffy all over.
