Oketch Vincent, a 10-year-old from Uganda, suffers a rare disease that prevents him from walking.

Without resources for treatment, the swelling continued to the point where your legs are heavier than the rest of the body.

The condition is in fact called elephantiasis, caused by filariasis (roundworm infection). It's a tropical disease where the roundworms infiltrate the lymphatic system blocking its drainage, and thereby causing extensive edema which will, if untreated, lead to an almost unlimited thickening of the dermal layers.
