I've seen more postmortem urine than that at crime scenes before. The average adult human bladder can hold up to 500-800 mL of urine before the urge to evacuate becomes impossible to hold back. That can be more than 24 ounces, which is a hell of a lot of urine running all over the pavement. There was a post made here a month or two ago about some poor chick on a motorcycle who had her throat cut by a length of kite string and she died in the middle of the road. In the video and some of the photos, you can see that she pissed so much while dying that it is running down the street in a steady stream from the crotch of her pants and culminating like 8 feet away.

All that said, this girl's underwear are visibly dry in the photo. Even if she'd urinated so much that it formed a puddle around her left side, it would still have had to pass over the crotch of her panties to get there. Since it didn't, your assessment of a puddle is likely correct.
