It is my impression from the articles I have read that it is a relatively new housing complex build for the lower classes / poor people. Don't know what such housings are called in english, but we would call them "social housings" or living areas. The point is that it might be approximately the same type of inhabitants as those found in a favela. But I must admit that I have nothing but Google and a limited knowledge of latin and french to guide me through portuguese text, so my understanding might not be precise. |
