Well, it is Cambodia, where just a couple of generations ago the Khmer Rouge murdered 1/3 of the population, including any and all well-educated or learned individuals as well as all the Buddhist monks. It's a taboo subject, but you'd have to think removing all the smart people from the gene pool is going to have an effect.
