They use that style all over Asia. Squat and piss and/or pinch a loaf and the little tap on the side is used to wet the fingers to wipe the poopy parts.

In India and Pakistan it's worse...a hole in the ground to squat over and a container of water to help use the fingers to wipe with and wash off.
