The breast exposure is a bit of a puzzle as to why coroner's do it and also why they photograph things like this. This is done frequently with dead women in Thailand, Brazil, Mexico, etc.

We ran into this a few weeks ago with photos of a trans person who was found dead and clothed. The police removed the clothing and placed the naked body on the sidewalk.

They do life the shirts of dead men but you never see them checking out his wiener.
