I think it is for scarring up the pavement to give the new pavement they put down something to adhere to.

That machine is a profiler. I use one at work, it scratches up the road surface so you can remove it and relay it. A pretty nasty machine, I have often thought what it would do to a person. Now I know. Ouch!  |

That machine is used in stripping asphalt off roadways. I have never seen one this small but I did know that they existed in this size.
