In the US this would not happen or um, should not happen all trucks have a bar that runs at bumper height to prevent cars from going under.

This was a complicated ballistic problem. To keep it simple a smaller object hit a larger object at X speed. Another issue is the height of each impact area. If one is higher than the other. Most energy is not dissipated until it hits a higher object. Newton still rules here.
