You guessed that right, look in the photo-pack for the hotel. It wasn’t mentioned in the story, but this took place in Caracas, Venezeula. I haven’t been to Venezeula but I’ve seen similar hotels in Brazil. This appears to be a ‘sex-hotel’ which offers clients private entrances to go park their vehicles, each apartment has its own garage door. They’re hotels which offer clients places for discrete hookups. If one’s having an affair and wants a place to ‘tango’, these places rent by the hour pretty-much. She was probably a local prostitute.
