It can be, though I'm not really sure there is much bloating present. It usually begins with a mild distension of the abdomen as gases swell in the abdominal organs, which may be present here. Though it is just as likely that her stomach appears distended in the photo because of her positioning, with her arms both tied against the small of her back, causing her belly to appear to push forward more than it usually might.
Her legs show no signs of decomp at all, aside from a bit of livor mortis from the blood settling, though that can often begin within mere hours of death. Same with her arms, though they appear a bit darker, likely due to the blood being trapped by the weight of her body and the ligatures on her wrists. They also said she was beaten and tortured, mostly in the upper body, so a lot of the darkness on her arms may be due to bruising/contusions, as well.
So I'd say she's barely bloating and showing no signs of greenish tinge due to tissue breakdown and no signs of skin blebs. Also, the lack of damage from the elements (animals, sun, etc) would indicate she hasn't been out there long.
The photo also demonstrates that she lost control of her bladder during her execution and the urine stain on her shorts is still fairly prominent and visible. Denim can hold liquid in for many hours, but not days. So that indicates a modestly-recent passage of time since her death, as well.
All in all, in my amateur opinion I'd concur with the report that she was likely dead 12-24 hours upon discovery. But I'm nothing more than an amateur.
