The sign is too folded over with many words not visible so that a translation would be incomplete.

Translation
The world is very small, "Luna the treacherous". This will happen to anyone against Los Metros of Reynosa, whether it be the government or [not sure what that word or two is]. Treachery is not forgiven.

According to a Mexian news source, this is what the untranslated message says:

"el mundo es muy chico "luna"
traicionera esto le pasara
al que este en contra de
los metros de "reynosa"
ya sea gobierno o maña
traicion no se perdona
att. Jefe primito
y
comandante mono"


The second word is maña. I am Mexican but I do not even know what they mean by it. Also, the girls real name started with an R (can't say the name as it is against the rules) so I assume that Luna was her street name.

It's amusing to picture some cartel member going to an arts and crafts shop and picking up some poster board and markers specifically for this reason. The poster board still has the UPC sticker on it.

Translation:
This is a small world, Luna Traicionera (somebody's nickname). This is what will happen to anybody who is against "Los Metros de Reynosa" (a gang or cartel, I suppose), either government or betrayal, it will not be allowed.
