Mods decide it. If a thread gets loads of viewing or loads of replies in it then it gets made into a sticky...hence why i was kinda pissed at everyone chatting in BK's thread  Some get overlooked though if mods aren't on for long. I've had some crackers but they just slip through. Doesn't bother me though, i'm used to it now. |
