It actually looks like they're taking turns, washing eachother..
The person being washed in one picture, is doing the washing in the next! In the second pic, that Arab guy rushes forward and shouts he wants to wash the next one..

Actually, if I'm not mistaken, in many semetic cultures it is the family who does the funerary preparation.
