Could fueling the drug war serve more than one purpose. Elimination of many people from the lower class works well as a clever population control. Rio is much like Chicago in the US.

What sucks is the loss of innocent life- the ones that don't want any part of gangs or drugs. Just want to get through life in one piece. Probably like that guy in the red shorts with no head.  |
