I think the wire is not on the neck but on the wrists. If you look closely directly under the tip of the arrow you can see the ulna and radius. Plus the fact that they use the word "restrain" indicated that it wasn't the cause of death. Generally speaking if you restrain somone it's usually by the hands and feet.
