South Korea is nowhere near as dangerous as most Western countries as far as walking around at night. I can't tell you often I walked around really late at night and it was totally fine. Sometimes, you would see elementary schools kids walking home from school around 10-11pm! I don't know why, but I didn't see this much in Japan, but it was common in S. Korea.
