Last two post are right on. This is obviously a person that was placed on HRT at a young age while developing. That's not uncommon in Asia and the outcome after puberty is very feminine. The hips look natural. I can't see evidnce of an adams apple. They can be shaved surgically, but it wouldn't be necessary nor an orchidectormy if HRT was started very young. The west seems pretty hung up on that leaving transgendered/dysphoric individuals developing normally until after puberty where extensive surgery is needed to appear passable despite the dysphoria is well documented. In some asian countries, the parents will consent to this at a young age without gentital SRS. A "Ladyboy" can earn a substantial amount for a poor farming family compared to a daughter that becomes a prostitute in the big city.

They will not develop much or atrophy if HRT is started very early. It would be difficult to tell from the photos sans scars to tell if a mature transsexual that was started very early vs an orchidectomy. Although the size of the penis is suspiciously large for one who had been started early. That I conceed in terms of secondary characteristics.
