Today in SE Asia, a shocking incident occurred where there were no banana plants nearby enough to quickly cover the female victims of a scooter 'accident', and first-responders were forced to resort to first-world methods to retain cultural modesty sensibilities.

I don't know what the law is in Cambodia, but in my jurisdiction if the white car was not physically involved in the accident then the driver didn't do anything illegal if he/she just continued along on his/her merry way. I had a similar experience once (and I was driving a white car). Not wanting to get sued I just kept going. It was not an accident that resulted in any fatalities or serious injuries, however. Sometimes and in some places being the Good Samaritan can be a very bad idea.
