The thief assaulted and robbed the man as the robber to leave the building owner of the store shot him in the back with a gun

I don't know the law in Paraguay, but where I'm from that victim (regardless of him being beaten and robbed) would get in a shitload of trouble with the law for shooting that lowlife in the back as he's getting away.
