The girl in black looks fresh. Also, her head is turned slightly toward her right shoulder in the first picture, but is straight in the closeup, with her body still in the same place. This suggests that somebody tried CPR or mouth-to-mouth on her.

So after they gave up on the CPR at the water's edge they dragged her up further onto the beach and pointed at her. The water certainly wasn't rough. I suppose nobody was paying attention to her until it was too late.
