She was seen jumping into the icy river, and it is a populated area, presumably with rescue resources in the vicinity. Thus it is likely that the boat was summoned in short order and the recovery made within minutes, not hours. Yet no effort was made at resuscitation - they just put a cardboard box over her face. Why might this be significant? There are documented cases of near drownings in cold water where the victim was submerged for close to an hour (45 minutes in one case that I read about) and survived! The extremely cold water greatly slows down bodily processes and thus the need for oxygen to keep them functioning. This includes brain processes. Apparently nobody involved in this incident was aware of this or chose to take it into account.
