I am pretty sure this can happen when someone is shot in the head with the barrel pressed against their skull. The muzzle blast has nowhere to go but inside the skull so all the energy escapes through the weakest spot: the eye sockets. I saw a video of a guy with the same eye-poppage after being shot in the head in the back of a car...only he was still alive and thrashing about. Pretty disturbing. It might have even been this website I saw it on.

I am gonna say bullet on this one. Had the same thing happen deer hunting. Immense pressure (hydrostatic shock IIRC) pops eyeballs, and bursts skin? It is a mysterious slicing injury though... hard to get a good look from that angle.
