The fatigues indicate a jungle environment. So we can eliminate the Middle East. Soldiers do not torture other soldiers, who are still in uniform. It is a soldier's unwritten code never to dishonor a man in a military uniform, even if that man is your enemy (of course, there are rare exceptions).
