Sorry for the necro. That is the charred body of USLA (anti terrorist special unit) colonel Trosca. It appears he was killed because he found ties between KGB and General Militaru - head of the Army forces after Ceausescu was deposed of power.
His head was layed on the armored vehicle he was in when he died and people were told he was a terrorist.
His body was left several days on the street so people can see how a terrorist looks like...
