Looks like a high school reenactment IMO. Had one when I was in high school. They put a lot of work into those things. Had a helicopter. Pretty cool stuff. We lost 5 kids to drunk driving that year. I don't think it resonated that well.

i think so, i want to say the figure in the upper right corner is someone dressed up as death standing over the accident(scythe in his right hand?)
if i remember correctly it was a group of actors from MADD. we watched a video on underage drinking in school called prom night or something like that, then when school ended for the day we came out and they had set up a scene like this on the front lawn of the high school. dont quote me on the details, im pretty sure i spent zero days in high school sober plus it was 17 years ago
