I work in the oilfield and have been for 7 years. I've never heard that term before but I do believe it has to do with when they are bringing a new joint of pipe into the derrick and they use a rope to stop it from swinging in and smashing things. It often occurs when they don't use a rope they will drop the pipe quickly to the floor to stop it from swinging, I'm thinking that's what happened there and they guy probably had his foot in the wrong place.
