There are definitely 2 victims, maybe even 3. There are 2 visible in the last picture/left frame. And the guy being loaded into the van in the last picture/right frame may be the one on the ground in the picture showing both bodies, although the pants look different. The one hanging over the bike in that same picture, is the one visble in the first two pictures.
Edit: After looking at these pictures some more, I noticed that the bicycle has a separate compartment in the back for passengers. That might explain why there is more than one body: one driver, 1 or 2 passengers?
