I can't imagine what kind of mindset you'd have to have to do that to another human being. I wonder if they dehumanise them somehow beforehand? Do they suffer post traumatic stress after? Or are they really just that brick hard they feel nothing at all?

Most likely the cartel designates certain "eccentric" (psychopathic) individuals to do these particular jobs. Those who have no empathy or fear, and have a sadistic twist to them.
