This may not be Islam. If it is, its a very progressive country. They are not dressed as Muslims.
Just because they don't wear veils doesn't mean they are progressive. Hell the general Iranian population is probably a lot more progressive than the average Indonesian. It's all civil education, we all know Indonesia is a shit hole with millions of barely educated people.
