....It turns out the anchor Mr Hernandez had been attached to was made of cheap iron which 'lost weight' after constant immersion in salt water...
it was home made, with steel rebar, and doesn't look like it weighed more than 40-50 pounds....i'm guessing there were rocks attached that later fell off, unless the perps were really stupid. a bloated body full of gas isn't going to stay down with 50 lbs....
