Even the CRIMINALS in Brazil have a code of ethics that is higher than that of the S.African Government! As best I can make out from the note and the Portuguese sent to me, the criminals decided on this justice for him.

Suggestion: How about we take Charles Nqakula, our Minister of (un)Safety and (in)Security and offer to swop him for one of those prisoners in Brazil? Then Charles can go to JAIL (quite appropriate), and we take the Brazilian criminal and make him our Minister of Safety and Security... and chances are... life in this country will improve a *LOT*!
