I think he means because the bodies are not burned they are not the result of fire, one does not take into consideration "smoke inhalation" "crushing", the rushing of people trying to get out of a burning building where nothing and no one matters accept your own precious life.

A perfect example of unburned yet dead bodies is the Coconut Grove fire.
